Shore was born in England and studied Computer Science at the University of London. After migrating to New Zealand, he accepted a commission in the RNZAF retiring as the Assistant Director Information Systems in Defence Headquarters. He then joined the Government Communications Security Bureau, taking responsibility for New Zealand's national information systems security.
After his work in government, Shore held Technical Director roles for CES Communications where he led the design and development of commercial landline, satellite, and radio encryption products; and for BAE Systems Applied Intelligence Australia where he ran the cyber security testing and threat intelligence functions.
He has also held two Head of Security roles in the telecommunications sector, at Telecom New Zealand and the Australian Nbn Co where he managed all aspects of physical security, information security, and privacy and delivered Sarbanes-Oxley and Protective Security Policy Framework compliance.
He has also participated in the development of cyber security strategies in New Zealand, Australia, and ASEAN.
