Small South Melbourne-based NBN provider, Tangerine Telecom, is claiming it is the first telco to offer discounted new development fees for NBN connections which reduces costs for new homeowners.

No kidding. All copper and wireless uses fibre. It is no brainer to remove that junk from the equation.
