A United Nations report on broadband infrastructure recommends that government's remain "technology neutral" in national roll-outs as the most risk averse strategy - a finding Malcolm Turnbull says highlights the Coalition's concerns about the NBN.

Opposition communications spokesman Malcolm Turnbull says the Snowy Mountains Scheme was given "rigorous analysis and public debate" over several years before construction began, and could not be compared to the National Broadband Network project as Julia Gillard claims.

NBN: Players ready in high-stakes game
