Apple has released beta versions of iPhone OS 3.1 and iPhone SDK 3.1 to developers. The iPhone Dev Team are warning would-be jailbreakers to steer clear for now.
Given how recently iPhone OS 3.0 was released it seems likely that 3.1 is primarily a bug fix update, possibly to address the battery and overheating issues that have been reported by some users.
Early reports from those claiming to have access to the beta say that MMS is enabled as a default setting, and that phone numbers can be pasted into the dialer.
The iPhone Dev Team - the people behind ultrasn0w and other jailbreaking and unlocking tools - has warned that "ultrasn0w users must stay away from any firmware updates past 3.0 (including today's 3.1 beta) until we release the tools that let you update the firmware without updating the baseband. For most phones out there, baseband updates are irreversible and you'll lose ultrasn0w."
Changes to the SDK are reportedly minor, but are said to include bug fixes and a new video capture API tying in with hardware changes introduced with the iPhone 3GS.
