Referring to the ICANN proposal, Twomey said "This idea came from the ICANN community and we think it is a viable solution the Internet community has been seeking."

ICANN's At Large Advisory Committee (the body representing individual Internet users within ICANN) requested a review of the issue in the northern spring of 2007. Since then, proposals have been working their way through the ICANN bureaucracy. An initial report was issued for public comment in early January, but for some reason ICANN did not issue a press release about the matter until after the comment period had closed.
