And, Homeland Security secretary Janet Napolitano stated at a news conference in Washington, D.C. that the declaration of a health emergency is “standard operating procedure.” She prefers the language “declaration of emergency preparedness”—that is, it’s better to be safe than sorry. Such a declaration allows organizations and facilities to gear up to combat the flu strain.

In fact, Napolitano states, “It’s like declaring one for a hurricane. It means we can release funds and take other measures. The hurricane may not actually hit.” [New York Times]
