And, Homeland Security secretary Janet Napolitano stated at a news conference in Washington, D.C. that the declaration of a health emergency is “standard operating procedure.” She prefers the language “declaration of emergency preparedness”—that is, it’s better to be safe than sorry. In fact, Napolitano states, “It’s like declaring one for a hurricane. It means we can release funds and take other measures. The hurricane may not actually hit.” [New York Times]
