The Frame Group Appoints Project Governance Specialist

The Frame Group, an Australian technology services company, has announced the appointment of Dr Raymond Young as thought leader and Principal Consultant in Project Governance based in the company’s Sydney office. 

Young is recognised internationally for his expertise in the area of project governance and has over a decade of experience in performance measurement, governance, business process re-engineering, activity-based management and logistics.  He joins Frame’s business process consulting team where he will be responsible for helping clients improve their project governance around IT projects.

New IT governance standards have been set-up to change the evaluation of a project’s success to be measured on business outcomes such as return on investment rather than traditional project measurements. “The typical ROI for IT projects is around 30 per cent,” says Young.  “My research shows it should be at least 135 per cent and could rise to 240 per cent.”
 
Young brings to the Frame Group a combination of academic rigour and business experience. He is a former CIO at FBA Computer Technology Services, a subsidiary of Fujitsu Australia. He also has a heritage in management consulting experience with major clients including Colgate-Palmolive, BHP, Commonwealth Bank of Australia, Telstra, Department of Health, Electricity Trust of South Australia and Prospect Electricity.
 
Young holds a Doctor of Philosophy from the Macquarie Graduate School of Management and a Master of Business Administration from the University of Sydney. He lectured at Macquarie University, over a six year period in a variety of subjects, including Accounting and Information Systems in the Department of Accounting and Finance, IT Management at Macquarie Graduate School of Management, and IT Governance and Strategic Project Management in the Macquarie University Division of Information and Communication Science.
 
In the private sector, during his four years as a CIO, he oversaw projects in data warehousing, systems integration, software development and logistics process re-engineering.
 
Young has also been a management consultant with Deloitte Touche Tohmatsu, Carter Management Services and GPR, where he undertook projects in manufacturing supply chain and logistics, productivity improvement, management accounting and financial modelling, and business process engineering for clients in both the private and public sector.
 
Young is a founding member of the Standards Australia committee developing IT Governance standards and his research has been published by Standards Australia as HB280-2006, a handbook for board members on the Governance of ICT investments.  He holds a Doctor of Philosophy from the Macquarie Graduate School of Management and a Master of Business Administration from the University of Sydney.
