Given its dominance, through Foxtel, of pay TV and BigPond's growing movies download business there might be very good reasons why it should not be allowed to do so, but to suggest that it wants this spectrum because it is facing a capacity shortage on its cellular network misses the point entirely.

The cellular network was not designed for this service on a large scale and if Telstra is forced to use cellular and wants to be a major player in this market it is very likely to come up against capacity limitations. Which might be a good thing.
