Maybe, but it won't be achieved any time soon. Over in New Zealand where the much milder medicine of operational separation is being administered, supposedly to a willing and co-operative Telecom NZ, the deadline of 31 March looks certain to be missed with Telecom's second attempt at a proposal having been knocked back by the Minister.

And in Australia, the Government is gung ho to have its FTTN network rolling out by year end. It will be asking bidders to submit their ideas on what new regulator arrangement they think should be put in place. Any submission recommending structural separation of Telstra would be incompatible with this timeframe so likely to be given short shrift.
