Telstra has revealed the addition of almost one million new mobile services in the six months to December 2011, but Sensis revenues plummeted 24 percent in 12 months.
The ACMA has commissioned SpectrumWise Radiocommunications Consulting to provide an independent review of the government's spectrum holdings, in what it says is a move to help it "better achieve an appropriate balance between government use of the radiofrequency spectrum and its use by the broader community."
"Due to the growing demand for spectrum from all users, ACMA must sometimes arbitrate on government versus non-government use of the spectrum,' said Chris Chapman, ACMA chairman. "While it is vital that governments continue to have access to sufficient spectrum to discharge their functions, we need to be forever mindful that spectrum access is emerging world-wide as a 'key enabler' for the information economy.
"As ACMA faces growing demand for spectrum from both the government and non-government sectors, this is a looming and important challenge for ACMA and requires a preparedness to re-think the status quo and traditional paradigms to continue to optimise the overall public benefit it is charged to deliver."
The review will be conducted over the next six months and, says the ACMA, will involve extensive consultation with spectrum stakeholders. It expects "strong interest and contribution" from government stakeholders such as the Department of Defence, in addition to the broader Australian community with an interest in the radiofrequency spectrum.
The review wil include descriptions of the current and potential uses of major government spectrum holdings and "identification of those spectrum holdings for which existing or potential demand indicate that the overall public benefit will be maximised by making all or part of the band available for non-government use."
The review will also seek to identify mechanisms and approaches that will assist ACMA in considering requests for new government spectrum holdings and the way that might best be achieved.More information on the review is available from SpectrumWise .
