WiMAX joins cellular as an ITU standard

PolicyTracker, a newsletter which reports on global spectrum policy developments, said: "This is a major breakthrough in securing consistent worldwide spectrum access for WiMAX, a problem which the backers of the technology have been struggling with for several years....This is a major victory for the WiMAX camp, which has spend the past few years fighting to get access to spectrum, most notably in Europe the 2.5-2.69GHz band.

It explained: "The European Commission tried to get all EU regulators to agree to assign this band on a technology neutral basis, which would have potentially allowed WiMAX access to a band designated for the expansion of 3G technologies. The European Commission couldn't persuade enough regulators to back it and gave up the fight in March last year. The WiMAX camp changed strategy and in November 2006 put in a formal application to include WiMAX in the IMT-2000 technology family."

It added: "Gaining the ITU's agreement is a considerable achievement for the proponents of WiMAX - notably Intel - because it has been done in only 10 months. The approval process usually takes much longer...However, a positive result for WiMAX did seem very likely because most administrations and ITU members were in favour and Radiocommunication Assemblies can take decisions on a simple majority vote."

In this case the decision was made on a consensus basis. No vote was taken and only China placed a reservation on acceptance, claiming that WiMAX hadn't met the minimum requirements. Germany, Ericsson and Qualcomm, who had all been concerned about admitting WiMAX into IMT-2000 did not make formal objections, PolicyTracker reported. "Germany had been assuaged by an offer from the WiMAX camp to carry out further studies into areas of concern."

Looking ahead, PolicyTracker said: "There could be further good news for WiMAX in the coming weeks if the ITU World Radio Conference (WRC-07) [due to start shortly] agrees to merge the IMT-2000 and IMT-advanced technology categories into a single designation: IMT. This would give any IMT-2000 technology access to those bands designated for IMT-advanced, commonly known as 4G. WiMAX would then be on the same footing as any other mobile technology."
