"We see the rollout of the NBN as akin to deregulation in the electricity market: there will be a lot of opportunity to target customers that are moving about, and new customers. Also, the NBN will reach a lot of people who have not used ADSL before."

He said that in this changing market Ausbbs' advantages would be threefold: "We have none of the baggage around old systems and copper wire. Cost is a big advantage, but so is flexibility and speed to market...We will be announcing some different approaches to customer acquisition."

The company plans to offer both fixed and wireless broadband and VoIP services and content services. It has named none of its suppliers to date, but Appel said, launch partners would be announced over the next few weeks.

"We are talking to film providers and IPTV providers. We are also looking at making cloud computing available. The way we see the market evolving is that everything an ISP can deliver we can deliver at much lower cost using an outsource model."

There are already a number of virtual providers of Internet and telephony services supported by companies such as Telcoinabox and IspONE. These virtual providers acquire, bill and in some cases support end users, but have no infrastructure. Appel said Ausbbs had looked at this model but "Things like Telcoinabox did not look appropriate to us: they are built on old technologies and they don't give us the ability to scale up quickly."
