Paradoxically, for an organisation that is at the heart of the global Internet, ICANN has a very basic, English web site. Levins intends to change that.
"It is very hard to find anything on the web site...It is very text-based and at the moment it is largely English based, but we are global organisation. We need to make much stronger forays into the Middle East, Africa, Asia, China, to get those regions participating as stakeholders.
His intention is to reach all stakeholders down to individual users who may not only have no English but no literacy. "I want to have a 'DNS for Dummies' in book form and to experiment with a lot of visual material in a cartoon or comic book form: the sort of thing people can pick up and say 'This is how I can participate in the management of the Internet'."
Levins does not believe that this responsibility can be either delegated or abrogated others in the chain, such as registration authorities and domain name registries. "It's like Chinese Whispers: the message gets changed. We need to contact as many people as possible."
It's a tall order, and Levins won't have vast resources to devote to the task. " ICANN is not for profit, so I will have probably only two or there other people," he said.
