The Government has offered Australia's three mobile operators, and vividwireless, renewal of their existing spectrum allocated on 15 year licences in the late 90s and early 2000s at set prices, while the Government expects to rake in $3 billion.
"What we are seeing is that with the exception of Japan, South Korea, and Telenor [a Scandinavian telco that has made an early commitment ot LTE] it looks like the US operators for once will be out in front and we are working with them on evaluation programmes.... I think Europe wil be active next year, but most of the spectrum has not been auctioned yet and until that happens we will not get any serious commitment of capital."
In the US, Miller said, the market for systems to support inter-network messaging was "very active... We are in the middle of NDA [non-disclosure agreement] processes with operators. This is a very active area.
Sybase 365, however sees AIMS meeting a need that goes well beyond offering interoperability of messaging service. Miller points out that, messaging "is just the first IP application," and the first of many that he believes mobile operators will need to offer in order to prosper in the future.
"We really do feel that success will require marrying that high transaction capability with a rich application development environment because if you look forward just a little bit messaging is just the first IP application. Operators wil have to differentiate based on the services and applications they expose either to third part developers or to users directly. The transition they face is from basic transport to application and services. It is critically they have an application platform."
Sybase claims that its AIMS platform can fulfil this role, saying it "enables operators to efficiently develop and deploy IMS-enabled applications that add value to core network services...[and] provides a platform to expose network services to third party developers and development communities, providing an opportunity to further grow the ecosystem around operator services."
