The Government has offered Australia's three mobile operators, and vividwireless, renewal of their existing spectrum allocated on 15 year licences in the late 90s and early 2000s at set prices, while the Government expects to rake in $3 billion.
The merger with SPAN was in anticipation of the demands Comms Alliance is now facing as it tries to develop a model for the NBN. Hurley said at the time that "The greatest benefit of bringing together the membership bases of the two organisations is to create a very broadly representative body that can draw on those memberships to identify the issues we need to address to move forward to next generation networks; to focus on what outcomes they need to produce to get there and have a strong and unified voice to the government and stakeholders on policy and advocacy."
However even though it is early days for the NBN, Comms Alliance's fulfilment of that role is already generating controversy with the organisation's approach being labelled as carrier centric , an accusation that Hurley refutes.
ACIF/Comms Alliance's relationship with bodies representing consumer telecommunications interests has never been easy and looks set to become tougher with the new well-funded consumer body ACCAN under its experienced consumer champion Allan Asher already challenging the industry on a number of key issues.
In just the last week ACCAN has raised need for a real time text service for the hearing and speech impaired, demanded a significant review of the consent requirements of telecommunications service contracts and insisted on code compliance programmes rather that customer service charters to stem the flood of consumer complaints.
Although Comms Alliance does have consumer representation, as the industry's peak body it will very much bear the brunt of these demands made upon the industry.
