Will the NBN provide voice services, or will the current distinction between voice and data services continue?

Will 'virtual operator' service providers be able to access all the NBN services, and if so, will they be able to deal directly with the NBN operator or will they have to go through wholesale service providers? The paper looks at structures that have been adopted or proposed in Singapore, the UK and New Zealand.

It also suggests an expedited discussion of the role of passive, active and resaleable wholesale services, based on the wholesale services proposed by the various respondents to the government's FTTN request for proposals. Interestingly, the discussion paper leaves open the possibility that the NBN company could be established as part of an existing wholesale business rather than as a greenfields business.
