Telstra Smart Communities is a programme under which Telstra work with property developers to install fibre or a mix of fibre and copper infrastructure to deliver broadband services to new developments. It was launched in March 2004, "to provide property developers with a key single point of contact within Telstra to ensure that modern telecommunications services are provided to existing and future customers in new estates and developments in a timely manner." It has its own website www.telstrasmartcommunity.com. However it has been slow in getting fibre into new developments. When I enquired in mid 2005 about this, Telstra was unable to provide a single example of fibre installation. Shortly afterwards, Telstra announced that another Tamworth development, The Heights, would "be the first Telstra Smart Community program in New South Wales to provide residents with the opportunity to take a package of leading-edge telecommunications services: broadband, pay TV, fixed line telephony and mobile phone and data coverage services. The developer claimed that residents of The Heights "will have access to state-of-the-art telecommunication services. This is an important point of differentiation to other residential developments, but most importantly offers a meaningful and highly beneficial advantage to our customers." State-of-the-art? Hardly all they were getting was good old fashioned copper with ADSL.
