The report was presented to the OECD's Working Party on Telecommunication and Information Services Policy in June 2004. The Working Party agreed to recommend its declassification to the ICCP Committee. The Committee declassified the report in October2004 "subject to a written procedure". However, it has just been published, and is available, at no charge, here. |
