IPP Technologies and LogicaCMG have won a contract to design, develop and implement an election management application (EMA) with the NSW State Electoral Office (SEO) to support the NSW State Election to be held in March 2007.

The solution will support 93 satellite offices state-wide with approximately 350 users working across an array of key electoral process including nominations, postal voting declarative voting, inquiry, excuses, election results and management and data distribution.

While IPP has been appointed as the primary contractor for the project, LogicaCMG will be responsible for the technical solution, testing and implementation. The EMA will be designed to manage four types of election events including a State General Election, Legislative Assembly By-Election, Local Government Election and a Referendum.

According to LogicaCMG’s chief executive, Colin Holgate, LogicaCMG and IPP won the deal because they demonstrated a customer focussed, cost-efficient and proven approach.

"LogicaCMG has extensive experience in election management systems and a solid understanding of the SEO business processes gained from a long association with the SEO," said Mr Holgate.

LogicaCMG developed the Election Management System for the Victorian Electoral Commission for the 1999 Victorian State Election.

"The State Election is a high profile media event and the system is the heart of the SEO’s public interface," said Colin Barry, Electoral Commissioner, SEO.  "The IPP and LogicaCMG system will provide direct feeds of election results to all four major Australian television channels on election night and sources the data that is displayed in the election night tally room at Homebush Bay where politicians appear throughout the night."

"The IPP and LogicaCMG team succeeded in the resulting tender process because of their demonstrated skill and experience in developing election management solutions," Mr Barry added.

"We are excited with our association with LogicaCMG and looking forward to delivering this mission critical application to the State Electoral Office" said Subba Rao Varigonda, managing director of IPP.

The EMA will be built on a .Net platform and the first stage is planned for delivery in March, 2006 with an anticipated availability date of September 30th 2006.
