McKinsey-KPMG was selected following an open tender process run by Conroy's department in conjunction wit the Department of Finance and Deregulation. No indication was given as to the factors that made the winning bid superior, although Conroy noted that both partners have experience in large-scale complex infrastructure projects and the telecommunications sector generally, and more specifically in broadband. The role of the lead advisor is to provide input on such matters as operating and governance arrangements for NBN Co Limited, ownership caps, ways to attract private sector investment, network design and ways to provide procurement opportunities for local businesses. The implementation study should be completed in six months time. |
