Launching the MEOW, in Marysville (a town largely destroyed by the Victorian Bushfires) David Moffatt, said: the MEOW "can be quickly deployed to provide temporary fixed-line communications, and complements Telstra's other disaster-response equipment, such as Telstra's mobile cell on wheels (COW), a portable mobile base station, used extensively throughout bushfire-affected regions of Victoria," The MEOW weighs three tonnes, light-enough to be towed behind a 4WD or light truck, and, Telstra claims, can be deployed within just 30 minutes. Once on-site two technicians can activate the device which can then provide 450 telephone services and over 300 ADSL2+ services at speeds of up to 20Mbps. The MEOW will be housed at Croydon in Victoria, where it will be permanently connected' to Telstra's network so that it can be continuously monitored like every other Telstra exchange. Telstra has not indicated whether it plans to locate units in other states. The MEOW has onboard back up batteries and can be powered from either the mains or a separate portable generator. It can be hooked into existing fibre networks and to existing customer copper pairs and the software re-configure to enable traffic to be directed into the network. The launch of the MEOW coincides with the opening of four new exchanges that have been re-built or enhanced since the Black Saturday bushfires. These are in Marysville, Narbethong, Kinglake and Kinglake West. Telstra says it has invested $15 million since Black Saturday to repair and upgrade its networks in affected communities.
