Currently, there are no state bans on cell-phone use while driving.

The independent, nonprofit educational organization Insurance Institute for Highway Safety (IIHS) reports, however, that bans for the use of hand-held cell phones while driving exists in the states of California, Connecticut, New Jersey, New York, Utah, and Washington.

The IIHS also reports that seventeen other states and the District of Columbia either restrict or ban cell phone use by young and experienced drivers.

Eight states also allow localities within their states to ban cell phone use while driving.

Froetscher adds, “When you’re on a call, even if both hands are on the wheel, your head is in the call, and not on your driving. Unlike the passenger sitting next to you, the person on the other end of the call is oblivious to your driving conditions. The passenger provides another pair of eyes on the road.” [NSC]

The head of the National Safety Council adds a personal note on cell phone use while driving.

She states, “Anyone with a busy job knows the temptation to multi-task and stay in touch with the office while driving. Believe me, I’ve been there. I didn’t realize how much risk I was taking. Most people don’t.”

Page three discusses some of the groups asked to address this total ban on cell-phone use while driving.
