But if the public isn't made aware of the frequency with which their personally identifiable data is being lost or exposed, who is going to pressure organisations to clean up their acts?

And if an organisation exposes data that could be used to help commit identity theft, why shouldn't it be required to meet any costs involved for reasonable precautions such as credit monitoring?

All that said, the Guide does make some very useful points, including the observation that personal information that is never collected cannot be mishandled.
