Florida A&M University, Tallahassee, Florida, $14,465 (out of state) 9. Florida Atlantic University, Boca Raton, Florida, $16,390 (out of state) 10. Florida International University, Miami, Florida, $15,868 Yes, costs for school are expensive. However, note that some schools are not that expensive, especially when you are a resident of that state, and they are still highly ranked on the Tier 3 list. For example, look at Bowling Green State (Ohio) and Illinois State: 1. Bowling Green State University, Bowling Green, Ohio, has out-of-state tuition and fees listed at $16,382 and in-state tuition and fees at $9,074. 2. Illinois State University Illinois State University, Normal, Illinois, has out-of-state tuition and fees listed at $16,444 and in-state tuition and fees at $9,814. Most of the Tier 4 school are very reasonable in prices. Three of them, all in sunny Florida, are under $4,000 for in-state tuition and fees: 1. Florida A&M University, $3,269 2. Florida Atlantic University, $3,327 3.
