The top ten schools in the Tier four ranking are:

1.    Barry University, Miami Shores, Florida, $25,775
2.    Biola University, La Mirada, California, $24,998
3.    Central Michigan University, Mount Pleasant, Michigan, $19,043 (out of state)
4.    Clark Atlanta University, Atlanta, Georgia, $17,038
5.    Cleveland State University, Cleveland, Ohio, $10,664 (out of state)
6.    East Carolina University, Greenville, North Carolina, $14,745 (out of state)
7.    East Tennessee State University, Johnson City, Tennessee, $11,680 (out of state)
8.    Florida A&M University, Tallahassee, Florida, $14,465 (out of state)
9.    Florida Atlantic University, Boca Raton, Florida, $16,390 (out of state)
10.  Florida International University, Miami, Florida, $15,868

Yes, costs for school are expensive. However, note that some schools are not that expensive, especially when you are a resident of that state, and they are still highly ranked on the Tier 3 list. For example, look at Bowling Green State (Ohio) and Illinois State:

1.    Bowling Green State University, Bowling Green, Ohio, has out-of-state tuition and fees listed at $16,382 and in-state tuition and fees at $9,074.
2.    Illinois State University Illinois State University, Normal, Illinois, has out-of-state tuition and fees listed at $16,444 and in-state tuition and fees at $9,814.

Most of the Tier 4 school are very reasonable in prices. Three of them, all in sunny Florida, are under $4,000 for in-state tuition and fees:

1.    Florida A&M University, $3,269
2.    Florida Atlantic University, $3,327
3.    Florida International University, $3,470

The Report also ranks by other categories, such as liberal arts programs, engineering programs, up-and-coming colleges, A+ schools for B students, unranked specialty schools, and many others.
