PrimeSafe Awards Frame Group Contract for Licensing Management System Overhaul PDF E-mail

The Frame Group, an Australian technology services company, has been awarded a contract to overhaul the Licensing Management System (LMS) operated by PrimeSafe, a Victorian statutory authority which regulates and licenses all meat, seafood and poultry processing facilities in the state.


PrimeSafe’s custom built LMS handles all license information for more than 6,000 licensees including renewals, corrective actions and their associated workflows. It has been in operation for nine years and handles thousands of transactions each month.

The LMS was originally developed using Classic Active Server Pages (ASP) and Microsoft SQL Server. However, despite PrimeSafe’s satisfaction with its application functionality, when faced with support discontinuity by its IT developer and a potential costly redevelopment in ASP.NET, the authority decided on a market review to assess its options.

“The Frame Group provided us with total confidence in their business process modelling approach which analysed the existing ASP Classic application and provided strategic guidance for several options regarding our change in application framework.

“We were initially amazed when they advised us to remain with ASP Classic as the easiest answer would have been to move to ASP.NET. However, for half the cost of the migration to ASP.NET, they advised us to stay with ASP Classic and bolt in additional functionality,” said Brian Casey, Chief Executive, PrimeSafe.

The Frame Group’s advice for additional functionality included recommendations for ensuring that the ASP Classic platform could be sustainable and scalable for future requirements.

These included enhancements on audit trails, the processing of meat transport vehicle fleets, online applications, integration with the organisation’s accounting system, introduction of a BPAY facility for license renewals and improving the end of year processing process.

“By remaining with ASP Classic and no longer having to change application infrastructure, The Frame Group solution will provide considerable savings in development and labour costs but also minimise the risk of moving to a new technical platform.

“We’ve also the additional confidence in The Frame Group as they provided us with an independent viewpoint, documented business processes, and strategic advice on the technical architecture itself. They are very high in integrity but they also understood our systems. As a result, I am absolutely confident that the system will be viable for five more years,” said Brian Casey.

As part of its ongoing work with PrimeSafe, The Frame Group will work in conjunction with Indicium Technology Group to provide end-to-end management of the project.

“Our business process modelling approach allowed us to focus on the issues generated by the gap between business and technical processes at PrimeSafe. We were able to devise an alternative delivery methodology for the LMS and address the areas that required the most attention. We look forward to being able to drive more improvements across other areas of their business in the years ahead,” said Roger Barlow, National Sales Manager, The Frame Group.

PrimeSafe will transition to new functionality on its Classic ASP platform in August. At the same time, The Frame Group will take responsibility for ongoing support and management of the Licensing Management System.
