StopBadware concludes that "Web-based malware is a global problem, and nowhere is the problem more pronounced than in China. This analysis does not identify the reason for China’s disproportionate share of infected sites. Additional research by StopBadware, however, has postulated that part of the reason for this could be the lack of economic incentives for Chinese hosting providers and site owners to inform their users of infected sites and/or to take action to clean or remove these sites."

Certainly one would have to agree with them that as far as the US and Europe are concerned, cooperation and data sharing have proven to be effective strategies in addressing the issue.

After StopBadware published a similar list last year, the owners of the most infected network block cooperated with StopBadware to clean and protect thousands of infected sites. Getting the same level of cooperation in China might, of course, be a rather different matter.
