Geof Luther, a former senior executive within ACMA with long involvement in spectrum planning, has been appointed to the role. The RCC includes representatives of the major spectrum industry and government sectoral interests, as well as the heads of the Australian Radiocommunications Study Groups. It is chaired by Chapman. The new committee will take on many of the functions previously undertaken by the ACMA's International Radiocommunications Advisory Committee and the Radiocommunications Consultative Council, both of which have new been disbanded. According to ACMA, "The RCC has been constituted as a peak body with the aim of striking a balance between being of a manageable size (and allowing genuine interaction), while also including representatives who are able to speak, and if necessary argue, for the major spectrum industry and government sectoral interests. The new arrangements recognise that the spectrum environment is becoming more complex and stems from ACMA's desire to be able to have a forum where conversation is informed and advice can be provided, including on strategic matters, among and between different interest groups in a focused way." The RCC held its first meeting this week (ending 21 March) and will hold its next meeting on 27 June.
