TelstraClear to become MVNO on Telecom NZ network E-mail

There is also limited international roaming for CDMA, and critically none to Australia once the Telstra CDMA network is shut down. However the TelstraClear service will have full  full international roaming via dual mode GSM CDMA Worldphones, O'Brien said.

"We can have our own direct international roaming relationships so that is a great opportunity for us," O'Brien said. "We can provide our own VAS so we will be providing a gateway into Clearnet and our own voice mail."

There are two different types of MVNOs: those that rely entirely on the network of the cellular operator and those that operate their own home location register. O'Brien said: "We don't have our own HLR at this stage. That is something we will talk to Telecom about as we go forward into the WCDMA world."

TelstraClear previously had an agency deal with Vodafone NZ that terminated in June under which it resold Vodafone branded services with non flexibility. "We have had a lot of discussions with Vodafone [about an MVNO deal] but they are still stuck in the model where they like to link their pricing to their retail plans and that very much limits he way we can rovd services," O'Brien said.

Ernie Newman CEO of the Telecommunications Users Association of NZ welcomed the entry of TelstraClear into the market saying it could mark the start of a new level of competition in the New Zealand cellular market. And he suggested that the development was a direct result of Telecom NZ's planned launch of GSM/WCDMA services. "Anyone wanting to be an MVNO in New Zealand would want to do GSM and with the only GSM network Vodafone wasn't going to make things easy."

Asked if he thought his company's deal with Telecom NZ would push Vodafone into signing MVNO partners, O'Brien said: "It may, but I think Vodafone are still quite precious about their network and I don't think they will let anyone touch it."

In recent months Vodafone has been reported to have had MVNO discussion with two other service providers, CallPlus and Orcon, but nothing has been signed to date.

Newman said he was still hopeful that New Zealand would see the entry of a third full scale mobile network operator.{moscomment}
