Towards the end of his prepared speech, Rubin did identify a number of issues that still need to be addressed by publishers and technology companies:

Reducing the cost of transactions between service providers and copyright owners;

Finding simple and efficient ways of balancing territorial rights with the Internet's global reach;

Providing reasonable protections for service providers who make 'orphan works' available online;

Addressing consumer expectations so that DRM does not "frustrate consumers' legitimate experiences and expectations"; and

Adjusting business models, just as the software industry has adapted to the way its products can be easily copied.{moscomment}
