Regulation within the telecommunications sphere has traditionally been highly vertically organised and sector specific. Convergence in ICT policy and regulation is driving significant change in regulation affecting telecommunications and related industries.
Government desire to promote broadband and next generation services on an equitable basis is opening new issues for consideration including separation, open access criteria, public-private partnerships and potential broadening of universal service schemes. NGN transition opens new regulatory issues to be dealt with. Network operators and service providers need to simultaneously deal with transformation and convergence.
