GPLv3 also includes terms designed to prevent the use of GPLed software in devices employing technical means to restrict users' ability to install or run modified versions. Examples could include game consoles, PVRs and mobile phones.

This specifically applies to "user products" which is defined in broad terms taken from US law as the intention is to cover a category of devices, not a category of users: "Discrimination against organizational users has no place in a free software license."

Furthermore, GPLv3 means GPL rights trump laws prohibiting the circumvention of technological protection measures. GPLv3 explicitly states that a GPL work cannot be deemed part of an effective technological protection measure under laws relating to the WIPO copyright treaty. 

These changes mean that companies can use DRM schemes with GPL software, but protected content should continue to function if a user modifies the software or installs someone else's modified version.

This may prove controversial. If someone wants to create a new user interface for an application, there is no reason why that should have any impact on DRM. But what if the purpose of the modification to to provide functionality that DRM is intended to prevent?

A "last call" draft of GPLv3 is planned for late May, with adoption of the final version after a 30-day comment period.
