Another Foundation official acknowledged that groups such as the IWF have good intentions, but called for transparency and accountability in their processes.
"In the long run, monitoring groups need to develop a public set of 'best practices,'" said Mike Godwin, general counsel for the Wikimedia Foundation.
"These best practices should, at a minimum, decrease the impact on content found to be lawful, acknowledge the context in which the content at issue occurs, and be maximally transparent both to service providers and to individual users.
"There should be no false or misleading error messages when online censorship does occur."
The IWF's change of heart means those in the UK should again be able to consult and edit Wikipedia.
UK Wikipedia editors account for more than a quarter of all editing activity on the English Wikipedia, Foundation officials said.
According to the Wikipedia article containing the image in question, "In May 2008, the US-based social conservative site WorldNetDaily reported the cover image on Wikipedia to the Federal Bureau of Investigation."
