education network that underpins eResearch and eLearning
• Co-investment to re-invigorate the building of dedicated last mile dark fibre into research and education institutions
• Co-investment with AARNet to establish a national fibre bank specifically for the benefit of research and education
• Resolution of a regulatory regime that ensures appropriate open access within the FttN tender framework with bitstream access at the practical point of aggregation, ie the exchange, and keeps the middle mile options available by developing an incentive for competition to invest in building competitive fibre into exchanges
• Support for upgrading the international capacity particularly to the emerging powerhouses of China and India
• Legislation for the appropriate regulatory framework to ensure the free exchange of content that serves the public good.
